AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
Introduction
This page is intended to provide basic information on the AFBCMR process. It applies to persons with Air Force military records (including persons from the Air National Guard or Air Force Reserve) and their heirs and legal representatives. A link to the Air Force Review Board Agency Web site is provided below. From this Web site, Airmen will be able to review/print all applicable Air Force Instructions and forms and review the Frequently Asked Questions.
Title 10, United States Code, Section 1552, is the law governing correction of military records. This statute authorizes the secretary of the Air Force to correct any military record when "necessary to correct an error or injustice." The purpose of this statute was to relieve the Congress from consideration of private bills to correct errors or injustices in military records. The statute provides for SAF to act through a board of Air Force civilians in considering applications for correction of military records. AFI 36-2603, Air Force Board for Correction of Military Records, implements the statute within the Air Force.
Who May Apply:
-- Any person with Air Force military records, or their heirs or legal representative, may apply. Applicants will send proof of proper interest with the application when requesting correction of another person's military records.
Before Applying, Applicants should:
-- Review Air Force Pamphlet 36-2607, Applicant's Guide to the Air Force Board for Correction of Military Records (AFBCMR).
-- Exhaust other available administrative remedies. The AFBCMR will consider a case only after the applicant has exhausted other available avenues of appeal. The Board will return the application if the applicant has not first sought relief through the appropriate administrative process.
How To Apply to the AFBCMR:
-- Airmen will complete the DD Form 149, Application for Correction of Military Record, attach applicable supporting documentation and mail the package to the address on the reverse side of the DD Form 149. All requests must be received in hardcopy with the original applicant signature. Applicants should complete all applicable items of the DD Form 149. If an item is not applicable, enter None.
--- Be clear and specific when describing the error and the relief/correction being sought.
--- Please provide a phone number where you can be reached during normal business hours and an e-mail address, if available.
-- Applicants should submit their request within three years after discovering, or reasonably could have discovered, the error or injustice. If the application is filed late, applicants should explain why it would be in the interest of justice for the Board to waive the time limits.
-- The Board may excuse untimely filing in the interest of justice; however, applicants should not assume that a waiver will be granted.
How To Support Your Request:
The AFBCMR will correct military records only if it can be proven that there is an error or injustice. The applicant has the burden of providing sufficient evidence of probable material error or injustice.
-- Normally, the best evidence is statements from persons who have direct knowledge or involvement, or copies of records that support the case.
-- It is not enough to provide the names of witnesses. Applicants must contact their witnesses in order to obtain signed statements to submit with their application. The AFBCMR will not contact witnesses to obtain statements for the applicant.
Board Information Sources:
The Board normally decides cases on the evidence of the record. It is not an investigative body. However, the Board may, at its discretion, hold a hearing or call for additional evidence or opinions in any case.
-- The Board at its sole discretion determines whether to grant a hearing. Applicants do not have a right to a hearing before the Board.
-- The Board may get additional information and advisory opinions on an application from any Air Force organization or official.
-- Applicants will normally be given an opportunity to review and comment on advisory opinions and additional information obtained by the Board.
-- The Board may require the applicant to furnish additional information necessary to decide the case.
