Colonel Carolyn A. Stickell is the Commander, Headquarters, Individual Reservist Readiness and Integration Organization, Headquarters, Air Reserve Personnel Center, Buckley Air Force Base, Colo. Its mission is to seamlessly integrate wartime-ready Individual Reserve forces to meet Air Force and Combatant Commander requirements. This includes responsibility for the readiness, accountability, personnel and administrative servicing of more than 8,500 Individual Reservists worldwide.
HQ RIO standardizes the processes for service members in the Individual Reserve program. The IR is comprised of Individual Mobilization Augmentees, who are accountable to the Air Force Reserve Command and assigned to funded, active-duty positions, or who are Participating Individual Ready Reservists, assigned to the Headquarters Air Reserve Personnel Center. Both IMAs and PIRRs augment active-component missions and are rated by active-duty or government agency supervisors.
There are approximately 40 percent enlisted and more than 60 percent officer authorizations within RIO. IMAs and PIRRs support 53 major commands, combatant commands, and government agencies, in 206 supporting roles.
Colonel Stickell was commissioned as a Second Lieutenant with a Regular Air Force Commission upon graduation from the Reserve Officer Training Corps at the University of Colorado, Boulder, in May 1991. While on active duty, she has served as an Acquisition Program Manager, Resource Manager, Executive Officer, Manpower Officer, and Assistant Professor of Finance.
