COLONEL ANDREW J. LEONE

Col. Andrew J. Leone is the Mobilization Assistant to the Deputy Assistant Secretary of the Air Force for Contracting, Office of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Headquarters U.S. Air Force, Arlington, Virginia. He is responsible for assisting the Deputy Assistant Secretary for all aspects of contracting relating to the acquisition of weapon systems, logistics, operational and contingency support for the Air Force.

Colonel Leone received his commission in 1991 through the Reserve Officer Training Corps program at Worcester Polytechnic Institute, Worcester, Massachusetts. His first assignment was Acquisition Program Manager for the Air Force’s Shelter Technology Office at Hanscom AFB, Massachusetts, where he directed all acquisition and procurement activities for several tactical shelter programs including a $40M avionics repair facility program. In 1995, Colonel Leone was selected to attend Specialized Undergraduate Navigator Training at Randolph AFB, Texas. In 1996, he was assigned to the 16th Airlift Squadron, 437th Airlift Wing at Charleston AFB, S.C. as a Wing Navigator.  While flying with the 16 AS, he upgraded to Instructor Navigator in the Special Operations Low Level II program. He has flown combat missions supporting operations in Kosovo and Macedonia. In 2001, Colonel Leone joined the Air Force Reserve in Charleston and was assigned to 315th Wing Plans. He commanded the 315th Logistics Readiness Flight where he was responsible for 45 members and all activities of the logistics readiness function – logistics plans, mobility/supply, fuels management, and vehicle maintenance. In 2007, he deployed to Guantanamo Bay, Cuba supporting DoD’s Office for the Administrative Review of the Detention of Enemy Combatants.

Prior to being assigned to Headquarters U.S. Air Force, Colonel Leone was the Director of the Joint Reserve Directorate (JRD) in the Office of Under Secretary of Defense for Research and Engineering at the Pentagon. He led a team of over 50 members delivering subject matter expertise in acquisitions, systems engineering, and rare technical guidance and insight for allocation of $75B OSD (AT&L) & $13B Science & Technology (S&T) funding. Prior to serving in OSD, Colonel Leone was the Deputy Commander of the 315th Mission Support Group, 315th Airlift Wing, Joint Base Charleston, S.C., where he provided leadership as second in command of 600+ members. Comprised of 4 squadrons and 2 flights, the group’s responsibilities includes force support, communications, fuels, supply, vehicle maintenance, firefighting, explosive ordinance disposal, security forces and 2 aerial port squadrons all in support of 2,500 reserve personnel assigned to the 315th Airlift Wing. In 2010, he assumed duties as commander, 315th Mission Support Group for 7 months while the commander was deployed. In his civilian capacity, Colonel Leone is a real estate investor and developer.
