Technical Sergeant CARAH M. LOWERY

Technical Sergeant Lowery is the NCOIC, Force Management at Headquarters Readiness and Integration Organization (HQ RIO) Detachment 4, Scott Air Force Base, Illinois. The HQ RIO mission is to provide, integrate and sustain ready IR forces globally. TSgt Lowery supervises one AGR member and conducts training exercises to maintain all processes and training requirements. She implements immaculate customer service while responsible for compiling, monitoring and tracking Individual Reserve positions and applications over nine MAJCOMs. Sergeant Lowery manages AF Form 2096s to process MilPDS actions to ensure member’s duty titles are updated appropriately. She oversees assignment and manpower actions while working directly with recruiting services, URCs and Headquarters Air Reserve Personnel Center. Additionally, she advertises Individual Reserve positions, works loss actions, compiles applications and maintains the Detachment 4 Force Management Database of positions.

TSgt Lowery entered the Air Force Reserve in April 2012 and graduated Basic Medical Technician Corpsman Program in April 2013 followed by Aerospace Medical Service Apprentice in May 2013. While working at Scott Air Force Base, she volunteered to assist the Detachment 4 as the Assistant NCOIC Force Management. Afterwards, she took a lead role as NCOIC, Personnel Systems as an Individual Reserve on MPA with the 618th Air Operations Center, Scott AFB, Illinois. Her time there was utilized with extensive reviews of decorations, performance reports for accuracy for routing between appropriate personnel and the MPF. Sergeant Lowery later cross trained into Personnel and was a distinguished graduate of the Personnel Apprentice course in March 2020.TSgt Lowery held a variety of additional duties which included GTC Cardholder, UFPM, DDR Monitor, Alternate Unit Deployment Manager, and Alternate Unit Reserve Coordinator.

In her civilian career, she dispatched medical helicopters and reviewed dispatch and clinical documentation to ensure accuracy. In her last five years at the company, she became a Fill-In Supervisor for the Communications Center. Additionally, she rose to be the Shift Lead of Quality Assurance. During her time with the company, she obtained her Operational Control Specialist Certification, Emergency Medical Dispatcher, and International Association of Medical Transport Communication Specialists Certification. TSgt Lowery is currently pursuing her Master’s Degree in Business Administration at Webster University in St. Louis, Missouri.
