Col. Edward C. Segura is the Director of Manpower, Personnel, and Services for Air Force Reserve Command. He is responsible for plans, processes, and policies supporting Air Force Reserve’s over 74,000 military and civilian personnel. Additionally, he advises on the utilization of personnel and $3.7 billion human resource portfolio to the Chief, Air Force Reserve and manages a $377 million training budget.
Col. Segura graduated from Louisiana State University in 1993 and was commissioned in March 1994 through Officer Training School. He has commanded a services flight, aircraft maintenance squadron and mission support group. Additionally, he commanded the Air Force’s largest expeditionary aircraft maintenance squadron while deployed. He has also served as Chief, Military Compensation Policy Division, Headquarters United States Air Force, Pentagon, Virginia, where he developed, coordinated, and managed overall military compensation policy to include special pays, travel pay, military leave, and dress and appearance policy that affected 520K Total Force Airmen. In that capacity, he collaborated directly with the Office of the Secretary of Defense and other military Services to develop, modify, and implement legislation for the Department of Defense and the Services' needs.
Prior to his current position, Col. Segura was the Commander, Headquarters Readiness and Integration Organization, where he was responsible for integrating over 7,500 wartime-ready Individual Reserve forces into more than 50 MAJCOMs, COCOMs and government agencies to meet Air Force and combatant commander requirements.
