Col Dion R. Flynn is the Mobilization Assistant to the Assistant Secretary of the Air Force for Manpower and Reserve Affairs, the Pentagon, Arlington, Virgina. She is responsible for overall organization and supervision of all matters pertaining to Air Reserve Component affairs and strategic-level, long range personnel and manpower issues for the Air Force Reserve. She serves as the top advisor to the Chief and Deputy Chief of Air Force Reserve and senior staff in determining the most appropriate human capital management policies in support of Air Force readiness and operations.
Col Flynn received her commission from the United States Air Force Academy in 1995. She has served as a weapons system test manager for both hardware and software testing while on active duty. Since joining the AF Reserve in 2002, Col Flynn has served at the Wing, Headquarters Air Force Reserve Command, and Headquarters Air Force level and commanded at the squadron and group level including as the first 378th Expeditionary Air Base Group Commander on Prince Sultan Air Base, Kingdom of Saudi Arabia in direct support of Operations INHERENT RESOLVE and SPARTAN SHIELD. Prior to her current position, Col Flynn was the Mobilization Assistant to the Commander, Second Air Force, Keesler Air Force Base, Mississippi.
In her civilian capacity, Col Flynn has held leadership positions working in the public sector in the areas of economic development, military, community and legislative affairs, including serving as Policy Advisor on Military Affairs to the Governor of Arizona.
