GI Bill Post 9/11

The Post- 9/11 GI Bill is a new benefit providing educational assistance to individuals who served on active duty on or after September 11, 2001.

Benefit

Tuition and fees paid directly to the school up to rate of undergraduate, instate tuition at the highest public institution in that state where the school is located. If 100% eligible may participate in Yellow Ribbon program for more expensive schools. For information on tuition caps by state go to http://www.gibill.va.gov/GI_Bill_Info/CH33/Tuition_and_fees.htm

Housing allowance at the rate of SSgt with dependents at the location of the school.

Annual stipend of $1000 for books and supplies.

Housing allowance and stipend are not available if attending school half time or less or if utilizing a 100% distance learning program. 

36 months of benefits.

Eligibility

Minimum 90 days of aggregate Title 10 active duty does not including basic training, IADT, or annual tour since 11 Sep 2001.

*Excludes time in Basic Military Training and/or Skill Training. Re-training skill level schools may count toward qualifying service.

Yellow Ribbon Program

Established to minimize out-of-pocket educational costs for beneficiaries when charges exceed established maximums for tuition and fees. Institutions of Higher Learning (IHL) may voluntarily enter into an agreement with VA to fund tuition and fee costs that exceed the highest in-state undergraduate tuition and fee for the state where the IHL is located.

VA will match each additional dollar that an IHL contributes, up to 50% of the difference between the student's benefit payment and the total cost of tuition and fees.

Period of Eligibility

Fifteen years from
· Date of last discharge
· Release from active duty service of at least 90 continuous days
· If eligibility is based on aggregate service of less than 90 continuous days, individual will have 15 years from the last period of service used to meet the minimum service requirements for eligibility. In other words, the 91st day of aggregate service.

Approved Programs

To be used for degree study, undergraduate and graduate. Individuals who were previously eligible for Chapters 30, 1606 or 1607 may continue to receive benefits for approved programs not offered by IHLs (flight, correspondence e, apprenticeship/on-the-job training, preparatory courses and national tests).
· Individuals will be paid as if they are still receiving benefits under Chapter 30, 1606, or 1607
· No books and supplies stipend or housing allowance
· Entitlement will be charged under the post 9/11 GI Bill

Kickers/Buy-Up

Kickers from Chapter 30 or Chapter 1606 may be used with Post 9/11 GI Bill, Will be paid in lump sum to the student each enrollment period based on rate of pursuit (full time versus part time). The $600 Buy-Up is not transferred to Post 9/11 GI Bill and will not be refunded to the student. A proportional amount of the basic $1200 contribution to Chapter 30 will be refunded with the 36th month of housing allowance. Individuals will not receive the refund if they do not exhaust entitlement under Chapter 33 or are not eligible to receive the monthly housing allowance when entitlement exhausts. This refers to members attending a distance learning program or any program half time or less.


Transfer benefits to spouse/child

Eligibility

In additional to meeting the minimum requirements for basic eligibility (listed above) to member must
· Be active duty or selected reserve on 1 Aug 2009
· Completed at least 6 years active duty and/or selected reserve for transfer to spouse; 10 years for transfer to children
· Agree to serve 4 additional years active duty and/or selected reserve


· Adjustment will be made for members who are eligible or will become eligible to retire within four years as follows:
· Eligible to retire as of 1 Aug 09 will have no additional service requirement
· Have an approved retirement date 2 Aug 09 through 30 June 10 will have no additional service requirement
· Eligible to retire:
· 2 Aug 09-31 Jul 10 will incur 1 additional year
· 1 Aug 10 - 31 Jul 11 will incur 2 additional years
· 1 Aug 11 - 31 Jul 12 will incur 3 additional years
· 1 Aug 12 and thereafter 4 additional years

· Additional service begins at the time of application


Who is eligible to be a recipient of transferred benefits?

Member may transfer up to 36 months of benefits to spouse and/or all dependent children. Election to transfer must be done while member is still in a participating status. Modification or revocation may be done after member leaves participating status.

Recipients must be listed in DEERS and transfer request must be made before the child's 23 birthday. If a member divorces after making the election the member make revoke the election or allow ex-spouse to continue using the benefits. However this is not considered property and cannot be mandated by a divorce decree.

Period of time for use

Benefits may be used while member is active duty and/or selected reserve. The spouse will have until the end of the 15 year delimiting period. Dependent children must be 18 years of age or completed the requirements for high school diploma/GED to start benefits and use up to their 26th birthday.

Benefits

Student will receive tuition/fees, housing allowance, and book stipend in the same manner as the member. (If member is on active duty orders spouse will not receive housing and stipend but children students will.) In the event of an overpayment, both the member and student will be jointly liable for repayment.
