LAW GOVERNING EARLY RETIRED PAY HAS NOT BEEN SUSPENDED, NEW CHANGES TO POST 9/11 GI BILL
ARPC NOTAM 086 - Commanders -- LAW GOVERNING EARLY RETIRED PAY HAS NOT BEEN SUSPENDED (AFRC) - The FY08 National Defense Authorization Act permitted ready reserve members of the reserve components, effective Jan. 28, 2008, to draw retired pay below the age of 60 by three months for every aggregate 90 days of active duty in a fiscal year (FY). The three month increments cannot reduce the age for retired pay below the age of 50. Again, these provisions of the law have not been suspended.
The FY11 National Defense Authorization Act (signed into law Jan. 7, 2011) has removed the fiscal year accounting challenge which previously reduced credit for our Airmen. The intent is that all qualifying time will count without regard to crossing a fiscal year.

NEW CHANGES TO POST 9/11 GI BILL EFFECTIVE Aug. 1, 2011 (AFRC, ANG) - Recent legislative changes to Post 9/11 GI Bill will enhance education opportunities and make the program easier to use. These changes are effective Aug 1, 2011.
-Establishes a national cap of $17,500 annually for tuition and fees at a private or foreign school, graduate study and out-of-state students
-Pays vocation training, apprenticeships, and on-the-job-training; includes tuition costs and living stipend.
· Credits Guardsmen for some time served on Title 32 and Title 32, sec 502f funding. Specifics will be announced soon
· Allows students and spouses on active duty to receive the stipend for books and supplies
· Pro-rates housing allowance to exclude payments when students are not taking courses
· Permits reimbursement for more than one license and certification test
· Reimburses fees for national admission tests, such as the SAT, ACT, GMAT, GRE and LSAT
· Allows eligible members participating in the VA's Vocational Rehabilitation and Employment benefits to choose between the VA's housing allowance and the VR&E's subsistence allowance
