Position Vacancy Clarifications

Commanders- The Air Force Reserve position vacancy program gives senior raters the means to nominate exceptionally well qualified candidates for early promotion to fill vacancies. This program is limited by eligibility constraints outlined in AFI 36-2504, Officer Promotion, Continuation, and Selective Early Removal in the Reserve of the Air Force, Chapter 2. Of the 383 PV nominations our headquarters received for the FY08 Lt Col Position Vacancy board this past June, 50 percent of the nomination packages did not meet the eligibility requirements for the member to meet the board.

ARPC's Selection Board Secretariat provides an initial eligibility listing of officers who meet the PV date-of-rank requirements for each board. This list is only a starting point, as all of the other eligibility requirements are factors that must be screened at base level. The most common mistakes were members not assigned as the incumbent in the higher graded position and members who had an unsatisfactory previous R/R year. Although 40 percent of those problem cases were resolved before the June board, 10 percent were returned because they were ineligible, causing a great disappointment to the command and the member.

Each promotion board convening notice contains a PV Nomination checklist detailing the eligibility requirements. We have also created a link on our Web site for reference. Our goal is to improve the quality of PV packages received.
