From Backlog to Breakthrough: How ARPC’s EVOLVE Journey is Accelerating Your Retirement

Reaching the end of your military career is a monumental achievement, representing decades of dedication, sacrifice and service. When you finally make the decision to hang up the uniform or enter the "grey area," you deserve a retirement process that is as smooth and professional as the career you served.

At the Air Reserve Personnel Center, we recognize that behind every retirement application is a Service Member waiting to start their next chapter. That is why the ARPC Retirements Division recently undertook a massive internal transformation to ensure we can process your milestone faster than ever before.

The EVOLVE Timeline: A Journey of Iterative Change

In early 2023 the queue for processing retirements had swelled to over 10,000 pending applications. Recognizing that this backlog was impacting Airmen and their families, ARPC leadership implemented the EVOLVE lean management process, a continuous-improvement framework designed to identify operational bottlenecks and streamline workflows.

What followed was a targeted, iterative journey of systemic shifts that fundamentally changed how ARPC does business:

  • Accelerating Retirements for Pay (Age 60 & RRPA): To tackle the backlog, we didn't just make one big change, we made dozens of targeted ones. By executing several mini-improvement events specifically focused on our Retirements for Pay workflows, we achieved the following foundational shifts.
    • Established Standard Work: We implemented strict protocols that minimized processing deviations. This gave us the actionable data needed to track, address, and mitigate common internal and external errors.
    • Streamlined Point Roll-Ups: We forged a partnership with the Points Management team to overhaul and simplify the complex point roll-up process.
    • Achieved 120-Day Proactive Processing: As a direct result of these efficiencies, our Age 60 team is no longer playing catch-up. They are now able to proactively process cases a full 120 days before a member’s pay effective date.
  • Streamlining Reserve Retirements (Grey Area): By applying EVOLVE principles, the team responsible for processing traditional Reserve Retirements achieved an approximate 75% reduction in their active backlog, shrinking the pending queue from 1,200 cases down to under 300 in just 12 months.
    • Eliminated Administrative Waste: The team successfully targeted and removed repetitive, non-value-added steps. By capturing high-frequency errors early in the process, they achieved an 80% reduction in administrative waste.
    • Targeted Critical Bottlenecks: A review was applied to historical bottlenecks, specifically zeroing in on Highest Grade HeldTime in Grade Acknowledgments, and medical documentation.
    • Implemented Strategic Gatekeeping: To keep the queue moving at top speed, the team abolished the practice of indefinitely "holding" flawed applications. Packages lacking required documentation are now immediately disapproved and returned to the member. This strategic gatekeeping eliminates idle waiting time, ensuring team capacity is focused strictly on processing high-quality, actionable cases.
  • Overhauling RRPA: Processing Reduced Retired Pay Age (RRPA) applications has historically been one of our most complex workflows. Through EVOLVE, we executed a dedicated backlog recovery effort.
    • Our team dedicated 3,500 man-hours to resolve over 7,163 backlog cases, directly slashing the RRPA queue and restoring vital baseline operations.
    • We optimized standard processing text and myFSS Knowledge Articles, accelerating technician productivity by 25% and reducing ticket cycle times by 50%. This overhaul yielded a 70% increase in customer quality and overall satisfaction.
    • We proactively identified and isolated multiple critical system bugs, rapidly coordinating with developer teams to implement fixes that permanently eradicated over 500 redundant cases from the queue and fortified system reliability.

By executing these iterative changes, our team slashed the processing queue from over 10,000 applications down to fewer than 2,000 today, an 80% reduction. We are now moving at historic speeds, but a streamlined system is only half the battle.

The Partnership: We Need You

The EVOLVE process ensures that once your application hits our desk, it moves quickly. However, the system relies on clean, accurate and timely inputs. In accordance with DAFI 36-3203, the retirement process is strictly member driven. Your unit, commander or local MPF cannot submit a retirement application on your behalf.

To help us keep the processing engine running at top speed, here are the essential "Pro Tips" every retiring member must know.

Pro Tips for a Seamless Transition

1. Take the Wheel (Apply via myFSS)
Nobody cares more about your retirement than you do. You must proactively submit your application electronically via the myFSS portal. If you fail to apply and reach your Expiration Term of Service (ETS) or Mandatory Separation Date (MSD), you risk being discharged as a "Former Member." While Former Members keep base access and commissary privileges, they permanently lose eligibility for TRICARE Retired Reserve (TRR). Furthermore, their future pension is locked to the pay scale in effect on the day of discharge, rather than continuing to grow with active duty pay raises until age 60.

2. Mind the Clock (The Application Window)
You should submit your retirement application no earlier than 12 months prior to your retirement effective date. Note: Per DAFI 36-3203, if you apply with less than six months until your effective date, you are legally required to submit a signed 6-month waiver. Failing to attach this waiver will immediately halt your processing.

3. Check Your Grade (SIG Requirements)
Just because you wear a rank doesn’t guarantee you will retire at it. You must meet Service In Grade (SIG) requirements. If you do not meet the requirement for your current rank, you must submit either a higher-level Service-in-Grade waiver request OR a signed SIG Acknowledgment stating you understand you will be retired at the next lower grade.

4. Pack the Right Paperwork
Missing documents are the #1 cause of processing delays. Pay close attention to what your specific retirement type requires:

  • DD Form 2656 (Data for Payment of Retired Personnel): This form is required to establish your retirement pay account with DFAS.
    • For Regular Retirements: This form is where you make your initial Survivor Benefit Plan (SBP) election.
    • For Reserve Retirements: Your SBP (RCSBP) was already elected when you reached your 20 satisfactory years; the 2656 simply finalizes the pay account.
  • Active Duty Orders: These must be uploaded only if you are applying for a Regular Retirement.
  • Marriage/Divorce Decrees: Required if applying for pay, especially if former spouse SBP coverage is court mandated.
  • Applying for RRPA? If you are seeking early pay based on qualifying active duty service, you must submit a separate Reduced Retired Pay Age (RRPA) application in myFSS to verify your reduced age before you submit your actual pay application.

5. Utilize the Reserve Retirement Counseling Cell (RRCC)
If you are a "Grey Area" retiree preparing to apply for pay and feeling overwhelmed by the paperwork, you do not have to figure it out alone. Completing the DD Form 2656 can be complex. Reach out to the Reserve Retirement Counseling Cell (RRCC) at 1-800-682-1929. They are a dedicated resource specifically designed to help you navigate the pay application process and ensure your forms are accurate before you submit.

6. Manage Post-Retirement Expectations
Once you cross the finish line, here is what happens next:

  • Orders Retrieval: You will not receive physical orders in the mail. myFSS will send you an automated email with instructions on how to securely download your official order.
  • The DD Form 214-1: Members processing a Regular Retirement, Reserve Retirement, or those who participated actively up to their pay age eligibility date will receive a DD Form 214-1. Note: Due to an existing backlog, this document currently takes about a year to generate. However, utilizing our EVOLVE principles, ARPC is actively working to clear this queue. Once resolved, the turnaround time will drop to no more than 30 days.
  • DFAS & Your Pay: If you are applying for pay, ARPC handles your orders, but DFAS handles the money. Expect DFAS to take 45 days from the month of your retirement effective date to process your account. Because military pensions are paid in arrears, your first deposit (including any backpay) will generally arrive on the first day of the month after DFAS finishes processing.
