Brig. Gen. Jay Flournoy, commander of ARPC, honored Master Sgt. Javier J. Castro during a Defense Council meeting here today, a community relations event attended by more than 100 people including Aurora Chamber of Commerce members, congressional staffers, and unit commanders.
