New commander for HQ RIO
Brig. Gen. Ellen Moore, the HQ ARPC commander, presents Col. Carolyn Stickell with the Legion of Merit medal during a change of command ceremony, June 12. Following the award presentation, Stickell relinquished command of the organization she had managed for two years to Moore, the presiding officer, who then passed the command onto HQ RIO's new commander, Col. Kelli B. Smiley.
